I'm pretty sure that's only for Senators. Usually there are enough
Representatives from any given State where the loss of one Representative
doesn't matter too much. But if Congress would get wiped out, the point is
there's no provision to reconstitute it quickly.

BTW, the originator of this thread COMPLETELY missed the point. This would
NOT be an amendment to ensure presidential dictatorial powers, but rather an
amendment to AVOID THE NEED for the president to invoke such powers. And it
is a sorely needed amendment, since the track record of 'enforcers' in
recent US history (i.e., Janet "Kill 'em all and let God sort 'em out" Reno
and the ever-dangerous, un-American, seditionist Ashcroft) isn't very
encouraging.
